Views and Commentaries of the participants in the paper of seminar
1) Honorable Bhutani Devi Khawas ,CA Member- Nepali Congress
Though the Madhesh Revolution was succeeded with the crucial role of women, women are discriminated. The state has always discriminated women and in the same way the madhesi people are discriminated by the donor agencies. Therefore the issue the federation has raised on this background is of course significant .The negligence of the donor agencies on such issue may only causes the problems. We fully support this initiation taken by the federation.
2) Honorable Jogilal Yadav , CA Member – (CPM –UML)
Madhesh has been ingested by different problems. On the one hand, the Madhesh has been like a colony of the state and on the other hand there are splits and discriminated among the Madhesh based communities. The state is not paying much attention on the Madhesh and the donor agencies have also followed the same policy of the state towards madhesh. For this we have to find out the root of the problems .The issue raised by the federation is of course justifiable .we are ready to co-operate the federation on this regard. However, the federation should find out the ways of solution by means of negotiations and discussions. This issue can be spotlighted by even through constituent assembly. I assure to prioritize this issue and get support for this.
3) Mr.Mrityunjay Jha, central Member, Madheshi Janadhikar Forum Nepal
The donor agencies have no rights to delay the policies that the state plans to implement. It is the duty of the donor agencies to make the representation on the proportion of the population. Rights to equality and settlement should be followed and respected by the donor agencies in the context of Madhesh issue .Madheshi Development Federation has raised a very significant issue to which I’ll try to carry the centre. If the issues raised by the federation are neglected it will create many other problems. The Madhesh Revolution was a by product of the negligence of the state .I think ,this problem can be another background for next Madhesh Andolan(Revolution).We are ready to support the federation in this issue.

Madhesh Community needs no inclusion but the equality. I object to the terminology “Inclusion” which the federation has used in the program banner. It’s a need to raise our strong voice for equal rights. Though we have different political ideologies, there should be unanimous view about Madhesh developmentThe split in Madhesh based parties have created disappointed in Madheshi People. People have no faith and belief even in NGOs.
Therefore we need a good NGO in which people can have trust. I think the federation can take his seat .And the issue, the federation has raised is undoubtedly worth of attention. Therefore this federation should be developed as an umbrella organization for the Madheshi People.The donor agencies have tried to christianise in the name of development. Even there is double standard in the context of human rights. I fully support to the federation for its strong issue and promise to take it to the central committee.
5) Mr Bhim Barail, Central Member Dalit Janjati Party
Madhesh based parties should be able to address the problems of Madheshi underprivileged castes and communities. There are dalits and Marginalized castes and communities in both Madhesh and Hill. Therefore their problems are worth of attention.Madheshi Development federation should pay its attention towards them. All the communities should have proportional rights in every sector. I welcome the opinion of the federation that it has raised this issue not against the hilly high caste but in favour of the rights of Madheshi communities. Therefore, I support the issue raised by the federation as it is logical and justifiable.
6) Md.Kadir, President- Terai Madhesh Loktantrik Party Morang
These sorts of problems organized by the federation should be in Hindi or Local mother tongue Maithili.There are many conspiracies in madhesh to split the Madheshi communities and to weaken us. Though we are in different castes and communities like underprivileged, dalits and so on, we should realize that we all are Madhesies.There is pessimison among the Madhesi people due to the splits in Madhesi political parties.In such difficult situation,the federation has appeared as a beacon of hope.Threfore it is ncesary to develop this organization as an Umbrella organization. The issues raised by the Federation are right and worth of address instantly.
7)Mr.D.Mandal,Secretary-Madheshi Janadhikar Forum(Gantantrik) Morang
Politicians like me have got an opportunity to know many things from this program. Madheshi Community shall get awaken by the issues raised by the federation. The donor agencies have imposed the high hill caste attitude in Madhesh in the name of inclusion. It is certain to blow base to the agencies if they remain dumb and deaf regarding the issues and demands of the federation. This federation has been able to win the trust of people at the situation where the people are losing their faith in NGOs. Therefore this federation should be developed as an Umbrella organization in Madhesh
8)Mr.Shambhu Narayan Chaudhary, Representative Plan-International Biratnagar
Though the issue of proportional representation is strongly raised, it should be widely discussed. All the Madhesh based organizations should go together to compete with the hill based organizations Otherwise it’s too hard. The content and issues of the program is worthy. The program has raised only the issues but it hasn’t shown any solutions.

Th content of the program is contextual. We should analize the efficiency of the human resource before we demand for the inclusive representation in any field. It is better to negotiate with higher posts of the donor agencies for the solution of this problem. The paper is concentrated only on the top posts, therefore it is contextual to wider its scope.
10)Salim Miya Ansari,Madheshi Activist –Biratnagar
Madheshi Community is disappointed in the split of Madheshi political parties. But the activities like me are reenergized by the federation and its issues. Moreover, the madheshi community is also awakening to some extent. The donor agencies have been flourishing the hill high cast notion in Madhesh in the name of development .I came to know from this program that there are 5 NGOs working with the fund of ESP/RDIF in Morang district .But all the leading faces are from hill. The donor agencies are dominating and neglecting the Madhesh communities due to approach of hilly aristocratic people in the donor agencies. Therefore, the issue raised by the federation is really logical, justifiable and contextual. If the agencies go ahead without paying need to the issues raised by the federation, they’ll be responsible for any reactions caused.
Conclusion of the seminar
Madheshi community needs equality but no inclusion. The federation has been working for this objective .Equality is a result whereas the inclusion is a process. The federation believes that this result can be achieved by means of this process. There exists dissatisfaction in Madhesh because of the lack of the donor agencies’ proper implementation of the policies of equality and equity. Especially there is a terrible disappointment in the social service sector in Madhesh. The federation has desired to address the feeling and sentiments of the people with the objective of equal distribution of resources and opportunities. It believes that the five points demands are scientific as they demand the end of high hill caste notion.
Morang district itself is a notorious example of negligence of social inclusion policy. All the five programs run by ESP/RDIF are not socially inclusive .It is not good to make someone close and create distance with other when there is a discourse about to establish development as the right of people .This is a challenge to the policy of rights to equal opportunity. The advocate of human rights must be aware about the aforesaid problems.
The Madheshi Community can’t remain non reactive when the high hill cast policy as expanding in Madhesh. The Madhesh reaction is sure to take birth if the five points demands are submerged. Therefore the seminar requests the donor agencies to take this issue seriously.
Central Committee Decision
The decision taken by the central committee of the Madheshi Development Federation which was held under the chairmanship of Mr.Kailash PrasadDeo in 22nd July,2011 .
Decision No 1.
It is decided to form a subcommittee of Awareness campaign in the coordination of federation’s General Secretary Mr.Binod Das to run pressure program regarding the submission of five points demands. In addition to this, responsibility is handed over to Mr.Nazamuddin Ansari(Secretary of federation) to conduct the awareness campaign of the federation in Jhapa,Morang and Sunsari districts.
Decision No 2.
It is decided to coordinate and cooperate with political parties, media and civil society for the accomplishment of awareness campaign of the federation
MDF five points Demand submitted to donor agencies.
1. Do manage participation and inclusive representation in all the donor agencies, UN agencies and INGOs from lower level to executive post.
2. Do support Madheshi NGOs economically and technically like any other NGOs.
3. End the Hilly High Cast influence in the donor agencies, UN agencies and INGOs.
4. Do provide policy wise equal development programs in Mountain, Hill and Terai/Madhesh.
5. There must be a clear concept in the donor agencies’5 years support strategy about Madhesh development and Madheshi Community.
